California Uniform Public Contract Cost Accounting Act
The Palm Springs Unified School District has elected to participate in and become subject to the California Uniform Public Construction Cost Accounting Act (CUPCCAA) procedures as set forth in Public Contract Code Sections 22030-22045.
Registering for CUPCCAA is not to be confused with Public Works PreQualification for formal bids.
Utilizing CUPCCAA allows local agencies to perform public works projects up to $45,000 with its own work force or by negotiated contract or purchase order. Projects over $45,000 up to $175,000 may be let to contract by the informal bidding procedures set forth by the California Public Contract Code. Public works projects over $175,000 will be subject to formal bidding procedures. These limits will be increased on January 1, 2019.
The District will create and maintain a list of Registered Bidders for CUPCCAA projects for each year.
Effective July 1, 2018 the District has established a new simplified way for contractors interested in being included on a qualified bidders list to perform public works construction and/or repair projects up to an estimated $175,000 for the current year. Electronic registration is mandatory for CUPCCAA projects with the Palm Springs Unified School District.
Contractors shall submit a registration application through www.qualitybidders.com
The Department of Industrial Relations (DIR) reminds the public works community that as of January 1, 2016 the penalty for lapsed public works contractor registration is set at $2,000. this is in addition to the $400 annual renewal fee.
The term "public works contractor" applies to all businesses or sole operators subject to California prevailing wage laws.
Questions regarding CUPCCAA registrations may be directed to the Purchasing Services department.
