California Uniform Public Contract Cost Accounting Act

The Palm Springs Unified School District has elected to participate in and become subject to the California Uniform Public Construction Cost Accounting Act (CUPCCAA) procedures as set forth in Public Contract Code Sections 22030-22045.
Registering for CUPCCAA is not to be confused with Public Works PreQualification for formal bids.

How do I register?
Contractors can submit a registration application through www.qualitybidders.com.

Who will be contacted to participate?
The District will create and maintain a list of registered bidders for CUPCCAA projects for each year. Only registered bidders will be considered for future projects.

What is an informal CUPCCAA project?
CUPPCCA applies to public works projects up to $60,000 with its own work force or by negotiated contract or purchase order. Projects over $60,000 up to $200,000 may be left to contract by the informal bidding procedures set forth by the California Public Contract Code.

What about projects over $200,000?
Projects over the threshold limit of $200,000 will be awarded via formal bidding procedures. More information can be found in our Prequalification page found here: Formal Bid Prequalification

Reminder: Department of Industrial Relations
The Department of Industrial Relations (DIR) reminds the public works community that as of January 1, 2016 the penalty for lapsed public works contractor registration is set at $2,000, this is in addition to the $400 annual renewal fee.
The term "public works contractor" applies to all businesses or sole operators subject to California prevailing wage laws.
